DARMASISWA is a scholarship program open to all foreign students from countries with which Indonesia has friendly relations to study Indonesian languages, arts, music and crafts. Participants can choose to study at any of the state universities and colleges participating in the program.

The DARMASISWA program was first started in 1974. in the beginning only students from ASEAN (Association of Southeast Asian Nations) country members were allowed entry into the program, but later on in 1976, other students from countries such as Hungary, Norway, Mexico, Sweden, Canada, France, Australia and the USA were also allowed to join in.

The main purpose of the DARMASISWA Program is to foster and encourage interest in the language and culture of Indonesia among friendly countries. It was also designed to reciprocate scholarship programs by other countries for Indonesia citizens and provide stronger cultural links with these nations.

The DARMASISWA program is essentially a "non-degree" program undertaken within or less than a year. Its participants are prohibited from engaging in any political and/or business activities which may result in destabilizing government programs or lead to personal profit/gain.

During the course of the program, participants are strongly advised against making any changes in their place of study and/or university.

This non-degree scholarship grant is open to Filipino students whose ages are not over 35 years old and with basic knowledge in any of the following courses;

    a. Indonesian Language (Bahasa Indonesia)
    b. Local Dialects;
    • Sundanese (Bahasa Sunda)
    • Javanese (Bahasa Jawa)
    • Balinese (Bahasa Bali)
    c. Indonesian Dance (Seni Tari)
    d. Indonesian Music (Seni Musik dan Karawitan)
    e. Art of Shadow Puppet Play (Pedalangan)
    f. Art of Balinese Sculpture (Seni Kriya Bali)
    g. Art of Sculpture & Photography (Seni Kriya dan fotografi)

The Embassy wishes to further inform that the Indonesian Government will provide successful applicants with one (1) year matriculation fee and a monthly living allowance amounting to Rp.350.000.00 (three hundred fifty thousand rupiah) and annual clothing allowance amounting to Rp. 75.000.00 (seventy five thousand rupiah).

Application forms are available at the Office of the Attaché for Education and Cultural Affairs of Indonesian Embassy Manila, located at the 2nd Floor, Indonesian Embassy Building, 185 Salcedo Street, Legaspi Village, Makati City, telephone numbers 8925061 to 68 loc. 123. Applicants are requested to file their application together with a photocopy of passport (valid for at least 2 years), a written recommendation from school/university and a statement of financial support from the immediate family, since air transportation to and from Indonesia is not covered in this study grant.

I. Qualification of the Applicants/Participants

    1. Be not more than 35 years of age.
    2. Have completed Secondary Education or its equivalent.
    3. Have a basic knowledge of the field he/she is applying.
    4. Have filled up the Application form provided by the Education and Culture through the Indonesian Embassy, office of the Attaché for Education and Cultural Affairs in his/her country of residence. The said form should be accompanied by three (copies) of the applicant’s latest photo.
    5. Be in good health as attested by a Medical Certificate duly signed by a doctor from his/her country of residence.
    6. Submit 10 (ten) copies of his/her latest photo measuring 4x6 cm to the Department of Education upon arrival in Indonesia.
    7. Submit a photocopy of his/her passport valid for at least two (2) years at the minimum.

II. Procedures

    1. All applicants should have filled up the Application Forms provided by the Education and Culture through the Indonesian Embassy, office of the Attaché for Education and Cultural Affairs in his/her country of residence.
    2. Applicants who have submitted complete application forms are then reviewed for selection as candidates for the DARMASISWA program.
    3. Applications of applicants who have successfully passed the selection process are then sent by the Indonesian Embassy to Jakarta Indonesia for the final evaluation.
    4. Qualified Applicants shall be informed.

III. Prohibitions Regarding Employment and Business

The DARMASISWA Program is granted for a duration of one (1) year for a non-degree program and the participant is strictly prohibited from working/or engaging in business or any activity for personal profit or gain.

IV. Visa Requirements

    1. A temporary Resident Visa is issued for participants of the DARMASISWA Program upon arrival in Indonesia.
    2. The Participant is not allowed to use a Tourist Visa for his/her study in Indonesia because this may give rise to difficulties later in obtaining a Resident Permit (KITAS)
    3. IMPORTANT: If the participant arrives in Indonesia with a Tourist Visa, he or she will be compelled to leave Indonesia first to be able to convert his/her Tourist Visa to a Resident Visa.
    4. To facilitate the release of the Temporary Resident Visa, the participant, prior to leaving for Indonesia, is requested to send a photocopy of his/her passport valid for two (2) years to:

V. Arrival in Indonesia

    1. After obtaining the Temporary Resident Visa from the Indonesian embassy in the participant’s country of residence, the participant is requested to depart for Indonesia as soon as possible.
    2. The participants are strongly advised not to bring any family member. The allowance provided for the DARMASISWA Program is enough for only one person.
    3. Upon arrival in Jakarta Indonesia, the passport must be stamped by the Immigration Officer at the airport, specifying where the participant shall obtain his/her Resident Permit. It shall be at the place where the participant will undertake his/her study.
    4. The participant is strongly advised against bringing any excess baggage. Violation of the rules and payment of the excess baggage shall be the sole responsibility of the participant.

VI. Immigration Requirements Upon Departure From Indonesia

Before the participant leaves for his/her country of residence, the participant is required to report to the Immigration Office at the place where he/she undertook his/her study in order to obtain an Exit Permit Only (EPO. The Temporary Resident Permit shall be recalled/revoked by the Immigration Office. Without obtaining the exit permit, the participant will encounter difficulties upon departure in Jakarta.

VII.Tax Exemption

The participants of the DARMASISWA program are exempted from paying the Fiscal Tax with the following conditions:

    1. Exemption from the payment is granted only once, upon the completion of his/her study.
    2. A recommendation letter from the University where he/she enrolled.

VIII. Allowance

In accordance with the decree issue by the Minister of Education and Culture RI No. 319/K/1998 dated 31 December 1998, Participants of the DARMASISWA Program are entitled to a monthly living allowance amounting to Rp. 350.000.00 (three hundred fifty thousand rupiah) and annual clothing allowance amounting to Rp. 75.000.00 (seventy five thousand rupiah).

The Bureau for International Cooperation will send the monthly allowance through the University/College/Department where they are enrolled (except those who are situated in Jakarta). All the participants may then get the said allowance to their respective University/College/Department.

IX. Pocket Money

All participant are advised to bring enough pocket money ± US$ 500.00 (five hundred U.S. dollars) in preparation for their studies. The release of the monthly allowance will be delayed for one (1) to two (2) months from the date of arrival of the participants in Indonesia.

X. Upon Completion of Studies

    1. Upon completion of one’s studies, the participant is required to submit a written report including the grades obtained during the duration of one’s stay in Indonesia. This report must be addressed to and acknowledged by the Department Head of the University/College where the participant was last enrolled.
    2. The participant must go back to his/her country of residence before his/her Resident Permit expires. The Exit Permit Only (EPO)must likewise be obtained from the Immigration Office.
    3. The participant is advised not to bring any excess baggage. Payment for any excess baggage shall be the sole responsibility of the participant.

XI. Extension of Studies Using Personal Funds

The DARMASISWA participant may request for an extension of study using his/her personal funds based upon the following requirement/conditions:

    1. Letter of request must be made addressed to the Director General for Higher Education with the following enclosures:
    1. Curriculum Vitae
    2. Copy of Diploma/certificate obtained
    3. Letter of Recommendation from his/her Guarantor in Indonesia
    4. Certificate of sufficiency of Funds
    5. Certificate/Letter of sponsor
    6. A Pro-Forma Note stating that the participant will refrain from engaging in any political activity and will abide by the laws enforced in Indonesia
    7. Copy of his/her Passport valid for at least one (1) year.
    1. After approval has been granted, the Director General for Higher Education shall inform the Bureau for International Cooperation regarding the granting of the said request.
    2. The Bureau for International Cooperation shall then issue a Study Permit to the participant, addressed to the University/College/Department where the participant will enroll.
    3. With the Study Permit, the participant can now apply for a Resident Permit at the Immigration Office.

XII. Homesickness, Vacation and Other Leave of Absence

    1. If the participant is homesick or for other reasons wishes to ho back to his/her country of residence, he/she shall be allowed to go on a leave of absence. The participant is required to report to the Office of the President at the respective University.
    2. The Participant must obtain an Exit-Reentry Permit from the Immigration Office so that he/she will be able to return to Indonesia.
    3. For leave of absence, the participant shall not be granted exemption from the payment of the Fiscal Tax.
    4. For the duration of the Leave of Absence, the participant shall not be given the monthly allowance.

XIII. Accomodation (Dormitory/Boarding House and other facilities)

    1. The Bureau for International Cooperation and the University/College will not provide any lodging or board to any participant of the DARMASISWA Program.
    2. The participant may rent a house/room in accordance with his/her preference and financial capacity.
    3. The Bureau for International Cooperation, Department of Education and Culture and the University/College/ Department shall assist the participant in finding a boarding house.

XIV. Others

    1. Because the DARMASISWA Program does not provide an insurance policy, therefore the participant is advised to avail of an international insurance policy.
    2. Participants are likewise advised to wear decent/ appropriate clothes when paying a visit to the government offices.
